
New US STEM Visa Pilot Program Launches for PhD Graduates
The US Department of Homeland Security has launched a new pilot visa program specifically targeting STEM PhD graduates from US universities. The "STEM Scholars Visa" (SSV) provides a 3-year work authorisation with a direct pathway to a green card, bypassing the traditional H-1B lottery.
Program highlights:
- Eligible applicants must hold a PhD in a STEM field from an accredited US university.
- No employer sponsorship required — graduates can work for any US employer in their field.
- 10,000 visas available annually during the 3-year pilot phase.
- Spouses receive automatic work authorisation.
- After 2 years, holders can apply for an employment-based green card through a dedicated queue with no per-country caps.
The program was designed to address a long-standing brain drain problem: approximately 40% of international STEM PhD graduates leave the US within 5 years of completing their degrees due to visa uncertainties, taking billions of dollars in US-funded research training to competitor nations.
University presidents from MIT, Stanford, Carnegie Mellon, and 47 other institutions co-signed a letter supporting the program, calling it "the single most impactful immigration reform for American innovation in a generation."
Applications open on April 1, 2026. Eligible graduates from the past 3 years (2023-2026) can apply retroactively. The program is expected to be heavily oversubscribed, so early application is strongly recommended.
